The course discusses a series of issues that cover all aspects / stages of urban planning policy, from conception and planning to implementation and monitoring-evaluation. The course aims to familiarise students with the basic concepts and various aspects of urban planning policy, the instruments / institutions and frameworks through which urban planning is enacted both in Greece and abroad, and the impact both of other policies and of elements belonging to the planning ‘tradition’.

This is fundamental to urban planning and the comprehension of urban plans. The course also provides the necessary foundations for students participating in the urban planning studios of the 3^rd and 4^th academic terms.

The course is conducted through lectures and the preparation of an independent project.

The course content encompasses:

• Urban planning policy. Conceptual clarifications, various aspects of urban planning policy. The nature and role of urban planning. Introduction to theoretical approaches
• Development of urban planning policy over time and modern international trends
• Greek urban planning policy. Development over time. General urban planning framework in Greece and the position / role of urban planning policy. Interactions between urban planning and spatial planning policy. Levels, scales, examples of plans. Connection with other policies
• Objectives of Greek urban planning policy, relation between objectives – procedure – result
• Introduction to the Greek spatial planning system: Basic institutional urban planning texts and instruments. Influences and restructuring
• Urban rehabilitation / reform programmes in Greece. Recent developments in urban planning policy
• Policy formulation frameworks and levels of decision-making. State institutions – Basic competences. Other involved parties, their role in the planning process and the issue of urban governance. The political and social aspects of planning
• Urban planning and the role of urban planners: Development over time and modern views
• Planning traditions and the issue of planning ‘culture’. The Greek planning tradition and the ‘cultural’ impact on the implementation of urban planning policy
• Modern policies for urban environment in the European Union. Sustainable urban development and planning. Introduction to issues of urban resilience and the challenges of climate change

Students are evaluated according to a) their grade on the written final examination and b) their grade on their independent project, while participation in class is also taken into consideration. Grades are allocated as follows:

• Written final examination: 70%
• Independent project – active participation in class: 30%
